A seat can only be freed when somebody is logged in with the user's login name. So generally only the user himself/herself can free the seat. It's of course also possible, e.g. for the administrator, to login with the users data in order to free the seat. By clicking the "Free Seat" button within the editor's Info/About dialog, you can simply free this seat.
