CPU means processor. So, for a server with two processors you need a 2 CPU License. The CPU License is valid for one CPU, and licenses for additional CPUs can be bought in license packs with one CPU license each. Please note that only production CPUs have to be licensed. The names of test and development servers can of course be included in the license key file, free-of-charge.
