2.6 We have hundreds of users evenly spread accross various sites in the world, e.g. our offices in Frankfurt, Munich, Paris and New York. Does the Enterprise Site License allow users from those 4 sites to use the editor?

No, when using the Enterprise Site License at least 90% of the users must come from one geographical site. So, in this case 4 Enterprise Site Licenses would be needed. An alternative might be an appropriate number of CPU License Packs.
